Remove culture bomb on Encampments

Anyone have an idea on how to remove the culture bomb done by an encampment, when one is placed the surrounding hexes automatically become the player's territory, even making owned tiles flip.

It appears there is no mod for this, so I am hoping that is a line in a file that I can change.
