Removing Citadels

Sorry if this has been asked but I couldn't find the exact answer I was looking for. I want to build a citadel in my territory to expand my borders across a strategic straight another civ owns. However the only place I can put the citadel that would work is on some truffles. I believe (correct me if I'm wrong) that a citadel does not improve truffles and either way I don't want it. Can I build the citadel and then immediately replace it with a camp?

Yes, you can!

note however that you also can build a citadel in the enemies territory as long as the target tile is adjacent to a tile you own.

Also, the citadel, like all GP improvements, do provide you with the resource they are planted on.

Thanks for the clarification zukenft. I was pretty sure it wasn't strategic but not positive.
