can someone mod that disables war weariness. maybe a mod that makes the -50% policy active all the time? i just don't want to deal with it anymore let me plunder and capture cities in peace!

There is a mod that lowers them - lower warmonger
you can download it, and change settings to 0 for no penalties
Also in diplomaticactions.xml, you can change the modifier for different types of wars
