Request for a simple settlement tweak mod

One thing that's always bugged me about founding settlements is that the game gives you a "minimum" 2 food + 1 production. This basically makes settling anywhere that has food on it useless. Hills being really the only place to settle (for the extra production), preferably a hill on a river (extra production and gold). What I'd like to do is change this to add 2 food and 1 production instead, allowing much broader choice in where to settle.
 
Perhaps you can achieve what you wish for with this workaround:

1) Adjust <MinCity> tags in CIV5Yields.xml to 0.

2) Create a new "dummy" building that provides +2 food and +1 production (or whatever you'd like to make it) within CIV5Buildings.xml and ajust the <FreeStartEra> of it to ERA_ANCIENT. You'll have to use some existing icon art or come up with something new, I'm not sure if you can prevent it from being visible within the city screen.

So, since the old city values are set to 0, any terrain yields you settle upon will be utilized and the free building in all cities will take the place of the old minimum city values.

Again, if it has to be visible, besides having to assign some art to it, you'll have to come up with some type of creative name for it, something very basic. Town Hall / City Hall?
