Request: Pop/turn razing of cities

Hello.
I've been playing multiplayers games with my friend, and there have been numerous times when one of us launched a sneak attack and captured a big productive city (usually coastal, easy to capture), sometimes even with wonders. Knowing it will impossible to hold it with a handful of troops, we raze such cities. However, I feel it is imbalanced that you can destroy a city size 10 and up instantly, and all it takes is some good timing and a couple of transport ships.

Could someone plz make a mod that makes it so that when you choose to raze a city, it will take a certain number of turns, losing [total pop]/[# of turns to raze] pop per turn.

0 - 500 culture - takes 4 turns to raze; so if the pop is 8, you will kill 2 pop every turn starting on the end of this one. Beginning of next turn, pop becomes 6. Next turn, becomes 4. Third turn after capturing, pop is 2. Beginning of 4th turn, city is destroyed.

500 - 3000 culture - takes 6 turns to raze.

3000 - 10000 culture - takes 8 turns to raze.

above 10000 culture - can not raze at all.

If anyone thinks they could do this, plz ask questions if you need, and feel free to modify the idea in your own way.
 
Small problem with this - All cities that are razable have zero culture. ;)

Not true. The game keeps track of the previous culture of captured cities. It returns the cities to full culture if the original owner recaptures them (or flips them) within a certain amount of time.
