Can it be made so that I could exchange tiles between my cities playing Venice? Because when cities grow outside their 3x3 territory, and overlap other cities' territory, the tiles can not be worked by pops. Conquered cities can be tricked to be "set ablaze" and give me an opportunity to give more land, but this workaround work only for conquered cities.
