Requesting a colonization mod

Is it possible to make a mod where one gets three option after capturing a city. Other than the options to destroy or absorb the city in the civilization, there should be an option to colonize the city, i.e. make it a slave city

1. A slave city will take direct orders for manufacture, but will not be the part of the main state. It'll be the part of empire, but not state. This means that color code used to depict such a city should be different.

2. Having colonies (slave cities) should require a tech. which needs to be discovered before empires can be established.

3. Colonies should be ver beneficial in terms of gold and hammer production to the master civ. Also, a minimum amount of troops need to be stationed at any time in the city for it to be colonized after capturing, otherwise city decares independence and joins the original civ (or declares a new civ??).

4. Unhappiness must not be a major criteria in slave cities, and unhappy workers dhould keep on working.

5. Small civs must be able to very very rich and very very powerful by colonizing a lot of cities and using them to produce wealth and units.

6. Part of resources going to sustain a ccolonized ity's happiness/health can be set.
 
I've always wanted to see more options for what to do with a captured city. I'd also like to see ways other than force of arms to gain this kind of influence (ie economic warfare). I hope someone has found a way to do this, because heavy programming makes my brain hurt.
