Requirements for building Forbidden Palace

in my last game i was having trouble building the forbidden palace.

i had invaded & wiped out monty on his small island, and was trying to build the FP there to help reduce the maintenance from the 6 cities i kept on it.. but it kept showing as greyed out.

then all of a sudden one turn, it was not greyed out.

so are there some hidden requirements to building it i dont know about?

you need X amount of courthouses, depends on what size map you're on. Usually if you go into the city screen and look for it in the build list and hold your mouse over it itll come up with an info box and tell you.

There's # of cities and # of courthouses.

8 cities 6 courthouses on standard.

i had way more than 8 cities and 6 courthouses. do the 6 courthouses need to be on the same continent as the forbidden palace? because thats all i can think of. after i captured his cities i built courthouses in all 6 of them. maybe thats why it wouldn't let me build it at first.. until all the courthouses over there were up.

You also need to have a Courthouse in the city you want to build it in.
