The research lab cannot be built although i have researched Plastics.

Perhaps civpedia is updated, but not the building's in game entry?

Will post back if i can build it after researching other stuff.

Correction,

I have found a city where i can build it. The other cities cannot, although all of them have public school and some also the observatory.

I cannot say which is which because of the city screen wonder bug which disables the right panel for everything except city focus switch.
