Resource placement

I noticed after my first game that when early game districts and wonders are built over resources and remove them they potentially remove late game resources like oil uranium etc that you haven't researched the technology to see on the map yet. In my game I had a whole continent in my territory and I had no oil and very few of the other late game resources on it. I think there should be a mechanic to place resources on the map at the time the first player or AI researches the tech to see the resource. This is potentially a big problem for the late game.
 
Or allow strategic resources (and luxuries for that matter) to be made accessible and connected to the empire (and possibly also worked) if they are under districts and wonders.
 
Or icon on the map for possible hidden future generic resource. Perhaps implementing function "discover" o "prospect" in the explorer unit
