Resources problem

I just started playing civ3 about 2 weeks ago but i already got a big problem. Every time I play the game, no matter how many different maps i use, I always end up without some critical resource at the end of the game, usually oil, coal or aluminum. And it's not anywhere on the map. I send explorers to look everywhere but they can't find any, and the other civs never have any to trade with me. Any suggestions?
 
If you are referring to vanilla civ, then i would suggest cleaning the map (ctrl+shift+M) to search for the resources. Many times an enemy civ will have more than one of a resouce, but just won't hook it up because they don't *need* it. In vanilla civ, there is generally at least one of each resource for each civ in the game.

If you are referring to Conquests, then this is something the developers changed to affect gameplay. The resource ratio was reduced in conquests to force you to think about your actions and decide how important the resource is. Can you trade for it? Can you just go take it? Do you really need it anyhow? However, there should certainly be more than one or two sources of it in each game, depending on map size. If you play a standard map with seven opponents there should be at least 3 or 4 sources of each resource, and maybe more than that.
