This most likely has been suggested already and thinking of that im not sure why im posting this but i will.

Can they please, please make it so the Ai respects borders? I mean really what is the point of them if the AI keps walking through your lands. I know you can ask them to leave but even that doesnt stop them, or they just declare war. Surely there is a respectfull way to make them not cross the border. Even make it impassable during peace time but during War your soldiers can move in. Of course stealth units could move through the border during peace and that would make them a bit more usefull. It would also actually give a sense of a countr i think. I mean its not like America lets the mexican settlers in so why should my Roman empire let the British romp about?

P.S if this is actually already in the game my sincere apologies i have been under a rock in relation to this game.

You have a good point and no i don't think i seen anything about civ4 relating to this. Maybe they can use some form of peacefull attrition like in rise of nations? Maybe even just slow them down when they are in another players territory (but not when they are at war). This has always bugged me. When you see a hundred spearmen and setlers wandering through your territory (the spearmen are with the setlers - if they were i deffinetely wouldn't let them stay) it gets to the point where you just cant be bothered kicking them, out (expecially when they belong to that really powerfull nation to you right :( )

I could have sworn some of the earliest releases about the game said the AI would be much better about not violating your borders.

IGNPC: One aspect of the cultural game in Civilization 3 that really aggravated players was the lack of respect the AI showed for your borders. Are you planning to address this issue at all?

Barry Caudill: In Civilization 4, the AI will have to respect your borders or declare war but you will be able to negotiate Open Borders to allow travel.

Hmmm...looks like an awful lot of settlers in the American Southwest (and quite a few other parts of the country) to me.
