Last game, Monty was, what seemed like friendly, with me, but was eliminated completely by the English and French. I liberated his capital, but no later than 10 turns afterwards he was insulting me for having land to close to his.

A few turns later, with NO army, he declares war on me.

Don't bother liberating AI's just city states.
