I'm playing as Hiawatha. Gandhi declared on me after I settled near his capital, and captured one of my cities. I stalled his army at the next city, while Suleiman took the opportunity to attack him on the opposite end of his empire. Before too long, he came to me for peace and I asked for my city back, which I got. Now this city has been back in my empire for at least 20 turns, but it still won't produce anything - everything is listed as ???, though I can still buy things as normal. Is this intended or a bug?
