"9" represents unit with no orders while any other number should represent movement points of unit with go-to command (not entirely convinced in this, it doesn't make sense for some units). Also barbs have "X".

It looks like the transports have no orders, and the numbers attached to the cities likely indicate their respective populations. I have no idea about the rest. Reveal Map isn't something I use that often, and it's normally done out of curiosity or exasperation, knowing I'm not going to continue that game and just want to know where the hell everyone is.
That looks like an awfully underdeveloped map for the stage where there are riflemen and battleships. Only one mine and no railroads?
I've never played it. I prefer to let my civ games develop in wild and wacky directions, with any resemblance to actual history being entirely coincidental.
