Reverse Capture the Flag

Anyone familiar with using the Reverse Capture the Flag game rule?
I've tried it and since all offensive & defensive units must have the Capture field checked, your own units are able to capture your own flag, move one square out of the city, then move back in and get points! You can do this each & every turn. And with multiple units in the city, you can do it with all of them. Is there any way to prevent your own units from capturing your own flag? Or some other work around?
 
See if you have the "Allow Anyone to Capture any Flag" (un)checked in Scenario Properties -> Victory Point Limits. If it's off, you can capture only enemy flags, and if it's on, you can capture both.

Other than that, the point of Reverse CTF is to use a VP location, so that you don't get points for bringing the unit into the capital, but into a remotely placed VPL. E.g. in Middle Ages Conquest you start with (your own) flag in the capital and you have to capture Jerusalem and bring them there.
 
It's unchecked, off. But I can still capture my own flag.

Another thing I noticed is that in reading the Short Game Modes civilopedia entry, Firaxis explains "Capture the Princess" as an option in which units can capture an opponents flag. However, I am unable to do so unless "Reverse Capture the Flag" is checked in Scenario Properties. In fact "Reverse Capture the Flag" operates exactly like the civilopedia sais "Capture the Princess" should.

What version of Civ III do you have. I'm playing with Complete 1.22
 
I'm getting confused. But I think the idea with Reverse Capture the Flag is that, as embryodead suggests, either the VP locations (as in the medieval conquest) or the starting locations of the flags (as in the Age of Discovery conquest) are remote. In other words, it's intended to work with scenarios that have preplaced elements, not with random map mods.
 
According to the civilopedia and editor, that is my conclusion as well.
The point I am trying to belabor and get help with is that even with the "Allow Anyone to Capture Any Flag" box UNchecked, my own units are able to capture my own flag. As stated, I realize that Reverse Capture the Flag is meant for pre-placed elements, but that's really a moot point. Whether the flag that needs capturing is in my capitol, right outside my capitol, or all the way across the continent, doesn't matter. It still has to be captured. But if my units can capture my flag, then the AI units can capture their flags. Now I'm capable of not exploiting the situation and can refrain from capturing my own flag, multiple times. But can I trust the AI to do likewise? I think not. So, the question remains. How come my units can capture my flag?

Now, conversely, if I just try Capture the Princess, not Reverse Capture the Flag, my units are unable to capture an opponents Princess. Why is that?
