Revolts more seldom (never)?

I've played the game about 7 rounds now all on the noble lvl and i've realized that revolts almost never occour even though i try to make it happen by founding most relgions and spreading them out for money gain and to make em friendly to my so i can go peacefully and win.

But when playing on small maps it often gets crowded with people and foreign cities are too close to my capital but ince i'm a cultural leader i've presumed that they'll revolt like in previous Civ and join me...

But this has only happened once even though i have spread my religion to every Civ and closest Civ has a differnt state rel. but cities are all in my rel. they still dont revolt... Even when there border city is totally surounded by my culture border its like a island of nuissance right next to my capital and i can't focus on anything else until that city is mine.

Is war the only option? Why dont they revolt anymore? How can the cities without workers or open borders (too me) survive??? Has any1 had any revolts (cities that join u)?
 
I've had a few, but not that many. Getting a cultural lead is hard on Emperor, it mostly happens when a neighbour invades another one and takes his cities bordering mine.

One trick you can use is to try and cut off his happy face resource trade, this will increase the odds.
 
Use great artists for culture bombs or wonders.
 
Since i go for religions and quickly changing (spiritual) i also am very peacful and go for culture building but it doesnt happen (has happened once when i didnt even try)
Do u need a strong military to imprese them to revolt? Only thing i suck at in the games i've played
