No tricks that I'm aware of aside from the standards of "no mods/no tuner." Out of curiosity, do you have reward popups turned off? That option messes with the general "build every wonder" achievement so it might impact this one as well if it doesn't trigger until after the build completes.
Anyway, finished that campaign and started a new 1 from scratch just to make sure and got the achievement on the 1st wonder rushed... no idea what happened, but i guess it's fixed itself...
