Not sure if it is completely feasible, but I am finding that commando means a LOT more in this game (multiple attacks, positioning for spells, hit & run...) But some things could be done to limit that, or alternatively, to make up for loss of railroads.
Maybe there could be some culture specific roads. (even with open-borders agreement, not just as anti-commando, only the one race/civ can use the roads)
Dwarven tunnels, non dwarves would of course have problems finding the entrance, so be unable to use them.
Elven tree walks, few other races are light enough for the branches to hold them, or stupid enough to climb a tree that high.
Undead/Non-dead shadow streams, passing through the veil to enter a "timeless" region of space, nobody else is stupid enough to do that.
Nomad desert paths, anyone else will dehydrate attempting to follow them.
Not familiar with all the other types of race types in the game yet, or I might have more ideas (like if there is a critter clan, then game trails. Nobody else can track well enough to find them?). The roads could be limited to specific terrain types (hills, forests, plains, desert are all fairly obvious matches to specific ones), and allow people who can use them instant and unlimited travel through that terrain (since it isn't likely to connect far... except the forests), or it can be allowed in any terrain and function as more efficient roads (like the new version railroad, 10x move).
