[vanilla] Roman bath placement

Why the only place where bath can be built on Cumae is the one I marked with "ok" in the attched picture?
I'd like to built it on one of those places south marked with "no", I thought maybe because the river is between the city and those places yet, as you can see, Rome is building bath on a similar position. So what's the problem?
The other place marked with "no" on NW I also don't get it why is not possible, but that has a luxury resource so I don't quite want to build it there.

Otherwise, would you build it to replace the sheep, cause as you can see it has an housing problem. What other soutions would you use to increase housing?

Both "no" tiles to the south of Cumae are floodplains tiles. Only Egypt can build districts on floodplains tiles. I can't see what the NW "no" tile looks like (perhaps it is also floodplains).
 
Both of the "no" areas are flood-plains. You won't be able to build wonders or districts there either. Pretty much only good for farms.
 
Oh, I see. Would you built it then on sheep? Or there would be other means to increase housing soon enough?
 
2 farms on the flood plains will get you 1 housing, even if you don't work them. Building a Granary would help if you don't have one. Ultimately the techs you need to grow really big cities don't come until much later for most nations, including Rome.
 
farm the flood plains, pasture your cattle (each farm, pasture = .5 housing). buy the floodplain, cattle not yet in your borders. i think improving sea resources gives you .5 housing each. that sheep is a great tile for now (what is it, 2 food 3 production?). Cumae will be a great city, but if you can hold off on getting rid of the sheep you'll get it to greatness faster.

The tool-tip says it does when making fishing boats. Oil excluded I think but its because it's production based

oh ok, thanks. i just looked up the fish and crabs in the civilopedia and the entries only indicated a gold boost, probably it says increased housing under "fishing boats"

It does. Since the Housing boost comes from the relevant improvement, the Civilopedia lists the Housing boost in the improvement section, rather than the resource section. So, fishing boats, camps, farms, pastures and plantations all provide 0.5 Housing per improvement. As noted above, Off-shore Oil Rig does not.
