what happens at the moment if a elected position is left?

we will get someone new in office.

and if this happens almost directly before a election?

well, then he stays in office short :-)

i think we need a small rule-twist here...

... to allow "pre-elections".

i think if an office is vacant, we should be able to hold pre-elections and nominations and just let the newly elected leader/deputy/governor/whatever stay in office for up to 1.5(?) terms. the position wont be up for election at the next elections and will follow normal schedule thereafter.

example:
governor X is elected governor of province#1. in term1.
he leaves in the middle of term1.
now we could hold normal nomination/election for that position.
governor Y is with that elected for province#1 at week 3 of term1.
he now can hold that position until the normal elections for term 3.
the elections for term2 of province#1 are skipped.

what do you think?
(of course, reformulation of above and finetuning pending!)
 
This is already handled by the Constitution. Vacant Leader offices are filled by the President and ratified by the Council. Vacant Deputy positions are filled by the applicable Leader and ratified by a popular vote.
 
Yes, but i think pre-elections could serve us much better, as for example with new provinces:
we would appoint a governor and have an election maybe a week later.
with the above handling, the election for that province would just be a pre-election and the governor could at least serve a full term.

of course, all rules we already have (deputy->leader promotion etc.) would stay as they are. the above would only apply to completely vacant positions (like deputy cant go to leader position, governor without deputy leaves, chief justice leaves)
 
Well, there should only be rare cases when tere is no deputy or responsible department there to take work over until election results are there.
On those occurences, the vice-president could take over (hey, what does he do anyways?)

example:
if a governor position is vacant, according to the rules the domestic department takes over.
we could do a short election cycle for pre-elections (e.g. 2 days nomination, 3 day election).
after 5 days we would have the next governor without having to appoint him. and it would only have take 3 days longer than with the appointment, as the appointment would have required an acceptance poll (2days minimum!).
 
fionn: my say. this wont replace the existing rules (sorry if i didnt bring that one over to you). it would enable us to get a completely empty seat filled without having to go thru appointing people.

if we then have the same practices as we had them till now (meaning a 2 day nomination thread before the acceptance poll, maybe with a informational "election" in between), then such a positional appointment could take as long as a normal election.
 
Dis maybe instead of you calling it pre elections maybe call them Special Elections or along those lines but no way should they be allowed to hold the office into the next term

No, it is a Council Vote confirmation for all Leader positions.
 
we still have to fill in 2 other provinces: NL is the capitol province=Bavaria, the 2 others is the northern and southern province. So we need 3 governors now.
 
Well, in fact there is a quick poll up. And the question is wheter saam REALLY HAS to poll it or can just decide it :-)

No word about a forced polling there. Also low participation will even allow him to go for his own :-P
 
There hasn't been low participation though.

Just a lack of a properly posted poll.
 
i dont think pre elections would be good because other people might want to run for the position who might have lot last time or try their hand at something different or it might be a new person and it would stop people becoming involved
