it would only be stalled until one term later.
and remember: if you have a position already, you can only run for 1 position! so if you already are lets say domestic deputy, you can decide to run for the governor or domestic position. not for both.
i presume all people want to hold their positions for the term they are elected, so the above proposal would have a side-effect i didnt see before:
new people get involved, as it would be almost impossible for existing office holders to run for the vacant position without risking to loose their job mid-term (they would have to resign their job to run!).
 
well, you can RUN for two offices. but you would do that if you accept nomination. that of course should then be clarified by the ruleset, as its very vague now.
so the proposal implicitly includes that people holding an office cant run for another office at the same time (office=department job)
 
well, what i meant that if the rule would be applied the fine-working should include that existing positions can run for pre-elections without resigning their job.
 
the benefit would be to not having appointed leaders in positions where elected leaders should be, + negating the disadvantage of having 2 elections for a position in one term.

but i sense there will be no general support for this proposal, and as such i will stop discussing it :-)
It was just a kind of "now lets see how the reaction is" approach...

So if no one gives positive feedback (at least 2 other citizens than me!), then i will have this thread closed in 24h.
 
We will inevitable will have appointed leaders. Elections would simply draw out the process. Besides, it's not like they serve the whole term. Usually, people don't run if they know they'll be gone soon. And if a position is vacant, appointment is the fastest way to fill it.
