A toll-free trade area between SADETO and the CU (and thus by proxy APETO through the CU).

You can do a Trade Route between SADETO and the CU, but a toll-free Trade Route, well, it won't have any effects.

SADETO will not be disbanded. Brazil's departure is a great loss, but we will carry on nonetheless. We are currently negotiating with them to ensure a stable transition.

Brazil disbanded the alliance and whatever you wish to carry on is not official. But you are free to do so.

The charter does not give the leader the right to disband the organization, and it does not give the ex-leader a right to disband the organization. Most importantly, we have so far heard no indications of further nations leaving, so SADETO will officially carry on.
 
Sorry my bad about the first part

The second charer was never approved or verified by the alliance members. Thus atm it has no verified charter. As far as Brazil is concerned SADETO is no more. If you think this can carry on - feel free.

I have a copy of the first charter. It was short and sweet.
I believe we all have access to the second charter, as iirc it is just this current third charter with a few parts missing, and I believe I can recall which ones. A 4th charter, very similar to this third charter, will shortly be proposed for member nations to vote upon.

I've sent orders for a trade route w/ SADETO.
I've invested 5 eco. into it.

Phillipines... we did agree to help each other on Project Survival. :)
I often pointed to 'God' that I should have that money and that we would share the space station but these orders seem to have been ignored.

India would like to make it's continued prescence in this organazation known and hopes it continues to function despite Brazils departure.
 
This is the new charter which we are offering up to be voted upon. Some things are the same as previous charters, others are different. Before we ask for a YAY/NAY vote from the SADETO chambers, the floor is open to motions for amendments. The chair would like to remind the honourable delegates here that there are several pressing issues SADETO must face as soon as possible, and we encourage delegates to move for an amendment only if they consider it immediately crucial. There will be opportunities for further amendments, if the need arises, at later dates.

Article 1. The Organisation
SADETO is a political and economic alliance formed by its members with a goal to strengthen its members economically and militarily. Member nations work towards common goals benefiting the whole of the alliance. The alliance generally offers protection to its members from any form of attacks of non-members be in conventional, nuclear or in form of partisan, political or economic warfare. The alliance mediates and resolves crisis situations between members if necessary by using force. SADETO acts as a unified voice of its members on the world stage.

Article 2. Membership
a) There are three types of membership, each with their own requirements
Development Membership (DevMem) is the foundation of SADETO involvement. DevMem grants nations the opportunity, but does not oblige them, to participate in in joint civil technology, infrastructure, and other special projects advancement. DevMem gives nations access to inter-state SADETO mediation, and grants countries the ability to apply for aid funds and other special help from SADETO.
Members must pledge an official non-aggression with all other members (automatic upon entrance). New members are also required to have de jure and de facto protections for basic political, civil, social, and individual freedoms. Existing members who do not meet these standards are encouraged to make every effort to do so, for which aid may be provided to help with genuine efforts at transition.

Military Membership (MilMem) is an alliance for the protection of all member states. The Organisation acts as a security body for SADETO protecting it from any form of conventional or nuclear attack with an additional goal of maintaining security in Alliance territories. In times of crisis and threat, members are expected to render all possible help to their fellow states. State involvement in any given single crisis or conflict is voluntary, but refusal to offer help in legitimate situations may result in expulsion from MilMem. MilMem states will generally upkeep and direct their own militaries, but special joint forces may be assembled in certain circumstances, e.g. the coordination of alliance defense against dire external threats. Development of military technology, tactics, et al. will often take place under DevMem programs, but where appropriate will be directed by MilMem programs. For South and Latin American states, acceptance into MilMem requires the usual simple majority support of existing members. For any other country, MilMem acceptance requires EITHER being already enrolled in DevMem and simple majority support; OR, without being enrolled in DevMem and 75% member support.

Economic Community Membership (EcCoMem) is for those countries that wished to be integrated into the SADETO economic sphere, but do not want to be involved in obligations or benefits in any other areas. Acceptance into EcCoMem requires adherence to the SADETO guidelines and regulations regarding labor laws, pollution, safety standards, monetary policy, free trade, etc. so as to ensure fair and productive economic activity. These regulations will be tailored to be unbiased, and maximize efficiency and widespread prosperity.

b) Application for Membership
Any state in the world that meets the specific membership requirements can apply to be a part of the Alliance. An applicant-state must ask a member-state to recommend it before the general assembly of SADETO. Unless 50% or more of members are against the applicant the state is granted membership. Membership is granted to an extent it is possible considering the applicants condition; benefits are granted as their requisites are met. Note that application for a SADETO membership is considered to be a decision to make SADETO one’s primary alliance in the relevant areas. Members are free to belong to other alliances, bilateral agreements, etc., but when rules come into conflict, SADETO’s must take precedence for members.

c) Leaving the Alliance
c1) If a member state is expelled from the alliance or wishes to quit it must go through a certain procedure. Failure to comply with these rules can cause any reaction from the Alliance including a declaration of war.
c2) The leaving state must go through 5 year period of re-adjustment during which it will disassociate itself with the Alliance. The steps include the breaking of all functioning alliance institutions including military, intelligence, economic, social or science Alliance institutions.
c3) A state could reverse the “break up” process in 3 years since its beginning.

Article 3. Leadership
a) The alliance is headed by a “Leader” state that reserves the right to speak for the whole alliance on the world stage and internally when dealing with individual members. The Leader coordinates the Alliance activities during war and has the right to veto any proposal unless all members are unanimously in favour. Leader-state reserves the right to adjust the Organisational Charter after more than 50% of states have agreed to the proposed amendments.

b) The alliance leader is elected by a simple majority every 10 years or when all members of the alliance, but the current leader, ask for a re-election. A re-election could be proposed not more than once in 10 year Leadership period.

Article 4. Members Obligations
b) Members are expected to contribute a part of their income into alliance projects and development projects if they wish to partake in them. All such projects are voluntary, but involvement must be established and maintained if states wish to reap the benefits of such projects.
d) Full members are expected to work towards integration in all fields of activity.
e) All agreements signed by SADETO must be fulfilled by its members.
f) By applying members sign a non-aggression pact with all states party to the Organisation.

Article 6. Alliance Obligations
a) The alliance offers protection to all of its members from any form of attacks of non-members be in conventional, nuclear or in form of partisan, political or economic warfare.
b) Alliance acts as a body representing all of its members on the international scene in the best interest of the member states.
c) Alliance offers programs of development to its least developed and efforts to maintain and expand prosperity and safety to all members, according to the membership listed above.

Notes:
1. SADETO – South American Defence and Economic Treaty Organisation is also known as SADETA - South American Defence and Economic Treaty Alliance and is referred to in this document as SADETO, SADETA, Organisation or the Alliance.
2. Sudamericana Organizacão de Defesa y Tratado Económica (SODTE) is the Espano-Portugese term used.

SADETO Goals and Common Policies:
SADETO defines these new areas of development and goals:
- Further integration of structures of full members
- More active role on the international stage involving helping poor developed nations
- Further economic, social and technological development of member states
- Significant improvement in the speed of seabed and space exploration
- Stay on par with top world powers in terms of military and military technology

Development Members : Argentina, Bolivia, Columbia, Ecuador, India, Paraguay, Peru, Uruguay, Venezuela, CU (application pending)

Military Members :Argentina, Bolivia, Columbia, Ecuador, India, Paraguay, Peru, Uruguay, Venezuela, CU (application pending)

Economic Community Members : Argentina, Brazil, Bolivia, Columbia, Ecuador, India, Paraguay, Peru, Uruguay, Venezuela, CU (application pending)

Current Leader: Argentina, 1985-present
 
The delegates may now cast their votes on the matter of accepting or rejecting the new charter.
Argentina votes YEA on instituting the charter.
 
Colombia, Bolovia, Peru, Uruguay, Paraguay, Venezuela and Ecuador vote AYE on adopting the proposal.

Bolivia suggests that perhaps SADRTO's name should be changed to reflect the fact that SADETO is growing into an international organization. Perhaps IDETO, International DETO could be an acceptable replacement as the name?
