Saving Culture Points

I keep reading where people save up culture points and then use them once they reach an pre-determined era. I've tried this and when ever an "adopt policy" icon shows up I cannot proceed in the game until I adopt a policy. What am I doing wrong that I cannot save culture points?

It also seems that if you set experience level to "experienced' or whatever (second highest option), it will stop alerting you about culture points.
