I guess it depends on how you define "scary". The nastiest looking or the leader that you LEAST like to see on the screen, addressing you? For the former, I would say Temujin or Ragnar of the Vikings. The one that I least like to see on the screen is Gandhi, as normally he is declaring war on me, although of late, with some of my mods, I am finally beginning to get the better of him.

I would agree with Overseer though, and would love to have a leaderhead to use for my civilization based on Teddy Roosevelt. "Speak softly, and carry a big stick."

Temujin or Catherine are extremely ugly in this game, I hate chosing them as my opponent.

Besides, why the leaders in the Industrial Age always in suits? But not their own costumes? Their outfits are all very, very, very similar!
