"There's a lad down in East, his name's Erasmus. Go take this money and try to recruit him."
"Yessir."
O'Malley leaned back and drank more scotch.

It was 8:00 PM and "Smiley" had closed the Arcade for the day but intentionally left the back door open for obvious reasons. At 8:05, Pete and Joey entered. "Smiley" smiled and welcomed his fellow mafioso.
"Hey guys," he said, "have you seen the papers?"
Pete and Joey shook their heads.
"We're in it!," said "Smiley" holding up Metropolis's best selling newspaper, the Daily Planet.
Pete's eyes widened fast so that his eyes looked like two screaming mouths.
"Let me see," said Pete, snatching the newspaper from "Smiley." Pete's eyes ran back and forth across the paper. When he stopped, he said, "This is not good, the boss is not going to be happy to hear this."
"Why?" asked "Smiley."
"Because he wants us to stay in the shadows and not be in the spotlight. This puts us in the spotlight. Whatever you do, don't tell him about this."
Just then, "Mister May" burst through the back door.
"HAVE YOU SEEN TODAY'S PAPER?!" barked "Mister May."
"Well that went worse than expected," muttered Pete.
"GOSHDARN YOU CLARK KENT, IF IT DIDN'T AROUSE SUSPICION I'D ORDER A HIT ON YOU."
There was a long awkward silence. "Doc Norton" squeezed through the back door clutching a box of doughnuts. He noticed the silence and asked, "Alright, who died."
"Our Secrecy," said Joey, slight anger in his tone. "Doc Norton" stared at Joey, then Pete, then "Smiley," then "May." He put down the box and sat down, hands together. More awkward silence followed.
"So," said Pablo, "when do we get paid?!"
"Mister May" gave him as if "May" was trying to use heat vision.
"We have very low treasury today, Everyone needs to default until we can get more money."
Everyone groaned at these news.
 
There's a lot of cold in this world. More cold that could be contained in one city of course. But this is Metropolis, the city that woke up one day and so hated the world it hung itself. There was more cold in this city than the rest of the world put together.

It wasn't just the cold of the streets, the icy pavements and the billowing condensation that amused the children so when it came out of their mouths. It wasn't just the iced over puddles or the occasional snowfall. Neither was it just the men in their greatcoats, the women in their fur or the children wrapped up like pastries. The cold went deeper, the cold was intrinsic to the nature of this city.

Layton looked out of his window and wondered how a city's heart could be cold. Then he remembered, this city was dead, a corpse suspended on a rope as they last sparks of life juddered throughout it. Would the paramedics of spring come quickly enough to save it from this icy prison? Who could tell.

Layton put down his book, it was a Conrad deep and stuff. He too another sip of the glass of port before placing it back on the wooden table.

Where had the world gone so wrong? It wasn't just the Iron Lady or the starving of Europe. It was something more - like the coldness of the city. But maybe too, the winter of discontent would pass and he would return to his country. Maybe he would be the one to bring its redemption? But that was the future and this was the present. And all that matters in the present is the city. The cold hearted city that eats men and spits out nothing but dust.

THE BALANCE OF POWER

Giuseppe Leone was arrested outside a South Side bar after witnesses claimed the alleged mobster beat a man inside the bar half-to-death over a perceived slight.

Hilda Otten was arrested over allegations of racketeering in the Central District.

Hubert Finbythwaite was arrested for mysterious reasons. Some claim that this is retaliation for his attempted takeover of Mya Ramsey’s businesses on the East Side.

Base Chance of a Boss being arrested: 2%

Base Chance of anyway else being arrested: 12%

-5% for each subordinate a character has

Jailed characters have their wages replaced with the cost of getting them out of jail. Gangs with a bribe-lowering power have had this ability already applied.

GANG WARS

Furya and O’Malley’s Gang are engaged in a gang war. Both gangs have increased hit power this turn against any target.

King Leopold of King Leopold’s Men fled the city , $14 richer according to sources. Marius Emile has taken over the gang, and is the most powerful individual in the city along with Riddick of Furya.


Spoiler East Side News :
Hubert Finbythwaite of the Durham 4 has been going around the East Side lately, targeting fronts and rackets operated by Mya Ramsey of the Dukedom of Middlesworth. Despite Hubert’s substantial economic pull on the East Side, Mya Ramsey holds both more power and business ties on the East Side, and her businesses didn’t bite at Hubert’s offer.

Rosa DiNozzo attempted to takeover businesses operated by Murray McLain of the Dukedom of Middlesworth, but the attempt failed.


Spoiler West Side News :
Sean O’Malley, leader of the O’Malley Gang, was gunned down outside of his West Side home. The hit was headed by Riddick of the Furya, and supported by Levi Ackerman and Spartacus. Tim Finnegan avoided a similar fate when Eren Jaegar failed to kill the lieutenant of the gang. Dan O’Hara, taking on the role of the gang’s new boss, and all the surviving leadership, are resolute in the face of the coming gang war.

Furya gangsters on the streets have made it clear. There is only room for one organization on the West Side.




WELCOME TO METROPOLIS

Before we get started, lets cover a few additional ground rules!

In TTSS, or SIOT (ScarletIOT), players run criminal organizations. Each character in a gang can perform one action a turn, including Defending another character (from things such as Takeovers, Hits, or even Recruitment). If a character isn't assigned an action, it takes the Default Action, which increases their income by 1.

To increase the size of your criminal organization, you will either need to poach from rival gangs, or attempt to recruit a freelancer into your gang. Characters will leave gangs, and the game, over time by being sent to prison, being recruited, leaving due to unhappiness, and of course, being brutally murdered in a West Side alley.

To keep unhappiness manageable, you must make characters aren't answering to characters with lower prestige than them. You must also make sure to pay wages!

A: No, they are not. I went ahead and did so this turn, but from now on, failing to pay wages is on the player.

All Dukedom characters are sent to the Freelancer pool.
 
The city that couldn't wake up from its Icy slumber. The city that wouldn't let go. The streets were lined with snow drifts and the pavement slippery with ice. It had been a long hard winter and it wasn't over yet. Dark figures in greatcoats wandered around like bears or lumbering walruses. In the distance Layton thought he could see the faint glimmer of Central through the dense mist. All his Lieutenants were there. Hubert, Harry and Henry as well as one of the lower down's Naomi.

Snow crunched under their boots as they walked along the street. Children had long since forgotten about the novelty of the snow and thus the long open roadways were clear and devoid of life. In the half light of the fog they came up to a large house - obviously owned by someone incredibly rich. The crest on the door marked it out as property of the Dukedom of Middlesworth. Another crest identified the Ramsey family.

Hubert had told her the consequences of messing with the Durham Four. She hadn't listened and this time no one would save her. Harry rang the doorbell. Snowflakes kept on falling around them. This icy city's heart skipped a beat and for a moment the tranquil winter scene held its breath in anticipation of the violence to come.

THE BALANCE OF POWER

Pete Zamyartin has been jailed under accusations of extortion.

Mikasa Ackerman has been jailed under multiple murder charges.

Murray McLain and Craig "Tommy" Thorn have been arrested. The two were the target of a city investigation for months, but the lifting of Dukedom protection has opened the way for prosecutors to get their fill.

Base Chance of a Boss being arrested: 6%
Base Chance of a Lieutenant being arrested: 11%
Base Chance of anyway else being arrested: 16%

NEWS

The gang war has expanded to include the previously neutral King Leopold’s Men when Riddick and Levi Ackerman attempted to murder Marius Emile, leader of the KLM. An attempt of O’Malley’s leader, Dan O’Hara, failed as well, with Mikasa Ackerman being arrested during the getaway.

O’Malley’s Gang retaliated February however. Eren Jaegar and Levi Ackerman were targets of a large attack on the West Side Furya stronghold. The attackers were repulsed, but not before the two men were killed. Riddick escaped death.

Mya Ramsey of the former Dukedom of Middlesworth was found in a ditch. Nobody cares.
