Screen resolution trouble

My scree resolution is 640x800 (something like that). I don't know how "high or low" that is. But I think it has something to do with me NOT being able to play Civ 3.
*Note* I can't change my screen resolution, I tried changing it but it doesn't work. My mom's friend tweaked this computer out and "locked" the screen resolution, it's really a pain in the ass!!
I installed the game, and it's component's. When I click on the program Icon on my desktop though, all of a sudden I see the program pop up on my screen (the thing with the Civilization tower thing) and it stay's there for a couple of second's.. and then it dissapear's..
I think it's definitly because of my screen resolution. When I played this game like 3 year's ago on my sister's computer (who has basically the exact replica of my computer) it worked fine, no bull**** or anything.
I HAVE tried right clicking on the icon, and "tweaking" at the properties menu (with the "format game to (blank) screen resolution) but it just doesn't work)
Is there anything I can do?? PLEASE HELP ME!! Is there anything I can possibly do to solve this problem??
I really enjoy playing Civilization 3 and it really is one of the best (computer) games ever created!!
It pisses me off that Civilization 3 was supposed to be the "better version" of Civilization 2, but the fact is I CAN ACTUALLY PLAY CIV 2, BUT CIV 3 I can't play!

Civ3 runs at a minimum of 1024x768. Your screen resolution is obviously lower than that. What you'll need to do is find some way to get the screen resolution to change. I would suggest having your mother's friend undo whatever it was they did. 640x480 is pretty low resolution. The standard is 1024x768, maybe 800x600. Anyways, have them undo what they did to the computer, and it should work fine.
