Sea-Tunnels

Hi!
I tried everything and searched for it, but i can't figure out, why I still can't build them...
I got steel (as a ressource), I checked the "Sea-tunnel" Option in the C2C Options, I got civil engeneering and I tried normal workboats and modern workboats. I can't build them inside or outside my boarders... And the AI is able to build them, I can't understand whats wrong...

Whats the trick to build them?

The trick is not to use "hide obsolete worker actions" in BUG options, C2C tab and you can build sea tunnels at your leisure; for some reason far beyond my understanding sea tunnels are considered already outdated at teh time they become available.

Someone post me a save game where they should be able to build them but cannot (without this workaround) and I'll fix whatever is causing them to be considered obsolete.
