Seaside resort

I've discovered the Radio technology, I have a worker available on a nice coastal plain tile available in a coastal city radius: the "build a seaside resort" improvement order button of my worker is not switchable.
I can't sea what I'm missing in the civilopedia. any idea? is it a known bug?

I was building it, I think. I just gave up this game.

Pretty sure that it's not a prerequisite. I had a semi-cultural game where I didn't build the Eiffel-Tower and could construct resorts.

There's a minimum appeal level to construct the resort

The tile needs to be flatland, grass plan or desert, and have high enough appeal. Did you check appeal?

Seaside Resorts can only be build on flatlands, this information is missed in civpedia, only appears in tech tree. And minimum appeal is breathtaking (4+)

i had a bug i think where, even if the tile was breathtaking +4, it was so because of the eiffel tower. and it would not let me build a seaside resort on it...
