Settler scaling cost

I see the more cities you have or the more settlers you built - the higher the settler's production cost is. I understand why it was implemented, but I've just discovered the joy of playing completely alone on the map, just me and barbarians. That leaves a lot of empty land for colonizing and the scaling settler costs are becoming quite high, with the latest one going to take 280 turns to build. So... yeah.

How can I disable it or at least lower it significantly? I've looked across dozen of mod files, but found only maintenance cost modifier which isn't what I'm looking for I think.

Also is the scaling cost transferred to colonists and pioneers? Or do they start with default cost and then start scaling independently from settlers again?
 
There are a few custom options around Settlers, but not one that changes this.
I looked a bit further but couldn't obviously see where the cost per settler is defined. Closest I saw was the Units column CostScalerNumRepeats, but I didn't see it actually set anywhere -- will have to check the database to be sure.
 
Another opinion would be to use IGE to give your self settlers. You can sleep them for few turns to simulate production.
 
You can control their faith costs which don't scale by the number produced, just make them faith purchasable.
