Settling in another Civ's core

Morning all

I thought that settling in another civ's core was a surefire way to lose that city when the new civilisation was born.

Regardless of that, I really wanted some of that sweet Virginian tobacco so I settled in St. Louis. America spawned... ...and there wasn't a hint of dissent.

Did I just get lucky?

It is not the core, but the flipzone/spawnzone what determines what will flip to newborn civs. The WB has a mode which allows you to view that flipzone.
 
Are all cities in the flipzone guaranteed to flip or is there some sort of limit, for example if there's a lot of them?
 
This map shows where flips occur. It's not 100% accurate though, but it can be used as a general outline. If you go the mod folder there is a subfolder called maps where you can see each civs flip area as well as their core and historical area.

Almost all civs flip all of their core area, so it's understandable to be confused for America, as they are one of the few exceptions. Chicago can also be settled and will not flip to USA, even though it is in their core.

(IIRC this map here shows what flips for a human player, and sometimes the AI civs gets a larger area than that - Canada is one example.)

America is one of the few that has a larger core then their flipzone. Most have the same size core/flipzone (English, Rome, Dutch) and then some have a much larger area, Mongols, Turkestan, even to the point that can claim non historicals areas (Arabs with Crete).

There is a maps folder in the mod, which is still up to date I think?
