Settling on top of stone

I have mixed feelings about this, but what to you think of giving 1 :c5production: production bonus to the city that settles upon stone, just like if it were settled on a hill?
 
I'm not entirely against it but don't think it is necessary either. Stoneworks will still give an extra +1:c5production: to the city.
 
I hadn't actually tested to see if we can still build the building even if the resource is under the city itself. It's good to know that's possible. Altering the base city tile would be difficult with our current modding tools... how city tile yields are affected by underlying terrain is a mostly automatic thing done by the game core (which only Firaxis has access to).
 
I love settling on top of things like sheep early, and get a 3:c5production: city tile that costs me nothing to work once I slap down a Stables.
