I can't see this posted anywhere, so hope I'm not duplicating.
When starting a new game, on Advanced Setup Options, you can set the number of civilisations in the game to more than the number that exist in the game (this is without Babylon) - basically there are 18 civilisations in the game but you can add AI opponents until the total number of civs is more than 18. If you do this then try and start the game, then it will crash.
The crash itself isn't really the problem, more that the game shouldn't allow more than 18 civilisations at startup (or more if you have Babylon or other mods.)
