Then what would be the difference between Italian 100% Literacy and American 99%? Both states have a hugely different potential for research IRL.
Right, but similar levels of education. The stat is called education, not research potential.
 
Well IMHO if it is called "Education" or even "Literacy" it is as useful to the game as "capitals"....
 
Can't we have this thing as a separate thread than the original SheepNES? It looks like it'll be messy, trying to remember (in the future) seven hundred and whatever'th post has the rules and the map etc.


And about the map...

As I intend to call for Turkey once reservations begin, I saw a few issues to point out. I am guessing the cities represented on the map will mean something if borders change, and those not represented will not. I can see Edirne (pop:130k), a city without any significant industry or commerce, whereas a lot of the major cities are absent. Here are a list of top20 cities of Turkey by population (2007, extrapolated from last two censuses), with some description of why they might be important (bold ones are on the map):

1- Istanbul: pop=13M. All kinds of industry, shipyards on asian side, financial center, Stock Exchange, Military Academy, movie studios, lots of universities (about 40% of country's research), air transportation hub, refinery on the east end. First Army Command. Northern Naval Command.
2- Ankara: pop=4.1M. Capital, lots of national monuments, MIT (intelligence agency), light industry (trucks, tractors, cement, cigarettes, wineries), Research and production of rocketry and other light military equipment, lots of universities (about 40% of country's research), land transportation hub, refinery to the east. HQs to all army branches.
3- Izmir: pop=2.9M. A bit of everything. International commerce focused, refinery to the north. Aegean Army Command. Air Training Command. Southern Naval Command.
4- Bursa: pop=1.7M. Heavily industrialized, second to only Istanbul. Mainly automotive, textiles, but a lot of other stuff (even boats)
5- Adana: pop=1.4M. A bit of everything. Agriculture and shipping focused, a lot of oil pipelines and oil shipping, American air base.
6- Gaziantep: pop=1.1M.
7- Konya: pop=940k. Agriculture focused, conservative, whirling dervishes.
8- Diyarbakir: pop=830k. Significant kurdish population. Refinery and minor oil reserve some distance to the east. Second longest walls (after Great wall of China) surround the city. Second Tactical Air Command.
8- Antalya: pop=830k. Tourist hub, recieves 5-10M tourists per year.
10- Mersin: pop=790k. International trade focused, refinery on the east end.
11- Kayseri: pop=740k. Industrial center - household items, textiles, etc.
12- Eskisehir: pop=540k. Heavy industry (F-16 factory, train factory). First Tactical Air Command.
13- Urfa: pop=520k. Pilgrimage (Abraham's city). Significant Kurdish population.
13- Malatya: pop=520k. Second Army Command.
Three hydroplants between Malatya and Urfa are among the largest of MiddleEast. There are innumerable other hydroplants and dams all over Turkey, with most concentration to southeast.
15- Erzurum: pop=470k. Third Army Command is west of this, in Erzincan.
16- Samsun: pop=460k. Largest Turkish port on Black sea.
17- Denizli: pop=430k. Textile industry.
18- Van: pop=420k.
19- Kahramanmaras: pop=410k. Major coal plant.
20- Trabzon: pop=350k. Fishing and International trade (with Georgia and Russia) focused.

other important places are Zonguldak, Karabuk, Iskenderun. Each has 100-150k pop, and Ironworks.

So I suggest removing Edirne and putting in Bursa for sure. Eskisehir must be in due to strategic importance. Kayseri (or Mersin) could be in due to economic importance. I am skeptical about having Trabzon in, Erzurum could be a better representative for the east. Diyarbakir would add flavor to local issues as Kurdish city, especially since your NES accomodates independance movements. Samsun must remain in as the port to Black Sea.

I'd like to be some small, peaceful European country, like Luxembourg or Belgium.
