Sheiam not able to adopt Religion?

The only civilization that I though wasn't able to adopt an religion were the grigori, but in my game the Sheiam can't adopt an religion?

Is this how it's supposed to be?

Two civilizations cannot adopt a religion, the Illians and Grigori. In your game there are two things that could be ghappening. Firstly it could be a religion Tebryn does not like, and thus is wary of converting to it like the order. Secondly, he could be following the Council of Esus. Only other memebers of the CoE can see who is worshipping the council.

But, in this game, I am playing as the Sheiam and the leader is Os-Gabella. Then this is a bug?

No, she likes the order even less. You should (1) spread your religion to every city and hope she converts, or (2) spread it to one city, declare war and then beat her until she converts as peace terms. But no, it's not a bug. I just assumed that it was Tebryn. The Council of Esus is probably the problem.

Apparently you misunderstood me.

I am the sheiam, I am Os-Gabella and I can't convert MY religion.
That's gotta be a bug, right?
 
What version were you running and what religion did you try to convert to? I was playing Os-Gabella with v0.30 patch "a" and I could switch to Ashen Veil without any trouble.

v0.30c, Couldn't convert to any religion at all.
 
Did you choose the random personalities option??


Otherwise i don't know what your problem is, i've been able to get os-gabella to convert to religions in 30c so....

Yes, I did, but that doesn't change the player's personality.
Also, it doesn't work combined with unrestricted leaders even if you choose them both.
 
what is the message in F7 screen ?
 
When I press F7 it says "Cannot Convert to No State Religion. It is your current state religion."

I didn't found the religion. The Ashen Veil spread to one of my cities, I built a temple and then recruited some savants. Spread it to the capital and some other cities.

When I click on the Ashen Veil, it says "Cannot convert to the Ashen Veil"

You got the personality of Auric Ulvin. He has a -100 modifier towards all religions. This makes him unable to adopt a religion even if played by a human.
 
I'm pretty sure the modifiers don't effect the human's ability to convert. I've played as Auric and adopted a religion before.

I really think Auric needs the Agnostic trait again (he hasn't had it since about .21); in my games he regularly founds 3 to 5 of the religions, but won't convert to any of them. The Agnosric trait would stop him from wasteing his research, and allow someone else to fond a religion.
