shift+movement issue

last days it has been more frequent that somebody uses this trick to move before the opponent during online multi games.
i want to know if it is allowed or a cheat which is not allowed and what u people think about that!

It's no cheat, but they really need to re-enact the movement timing limitation to prevent double-moving.

At least they took away the ludicrous penalty for ending your turn early years ago.
