Ship Movement

Can someone expain something that happen to me. In the game I am playing I play France. I have Closed Boaders with Japan but thier ships go into my sea boaders without declaring war. I tryed that and it said that would cause war. How can this be ?

Were those ships Caravels? Caravels can go through enemy borders without infringing on a lack of open borders treaty.
