Should +1 food, commerce, or hammer do something?

When mousing over most resources in the sidebar in the city screen, there will be a +1 food, commerce, or hammer (such as Iron +1 hammer, or Rice +1 food). I know that every time there is a +1 health or +1 :), that resource produces +1 health or +1 :) for every city with access to the resource. How come +1 food, commerce, or hammer does not seem to give similar benefits? Is this a bug, or are the +1 notations deceptive/confusing (and should be removed)?
 
I have a strange feeling that I've seen this thread before...

As I said, no resource gives additional hammers food and commerce in all your cities. The city screen is somewhat misleading here, but I can assure that they do not, and were never intended to. The health and happiness bonuses are the only ones that actually exist.

In any case, I have experimented and confirmed that you are correct, but I cannot help wondering whether there was meant to be some kind of purpose to those notations, that just somehow did not come through in the actual game.

The Wheat resource description includes "+1 food" because it adds 1 food to the tile that it's on. The same description is used in several places, including the labels on the map, as well as the city screen---obviously, it's more useful and meaningful in the former than in the latter case.
