You could claim that dictators are in Civ 4 already, as only Roosevelt and Churchill were really voted in democratically.

Exactly, we wouldn't have many historical leaders in the game if dictators weren't allowed. I also don't think morality is a criteria that's relevant when putting leaders in the game.

'dictator' isn't only applicable in modern times- roman emperors and many kings could be called dictators.

What do you mean exactly? Are you asking if dictators already in game should be there (Eg. Stalin, Roman leaders, etc, etc), removed or have you missed the point that they're already there?

Doesn't the human player act as a dictator already, with total control? And the one time there was a limit on the player's power, when you had a democracy in civ2, it was annoying.
Already in. Other than despotism and police state, Stalin and Mao is in the game. And that's only including modern police-state dictators, rather than despotic monarchs and emperors.

In response to whoever said no dictators. Why should we only put leaders who did good things in this game?
History is full of bad leaders and dictators so it would be silly to only put in democratically elected leaders.
I really hope those people see the silliness of saying no dictators.
