Pop-rushing
In despotism and communism it is possible to use cities purely for unit rush building. Workers can be added to such a city and then the city can then use them to rush build units. This is disallowed, so do not create these kind of cities. Pop rushing one or two regular citizens to finish a building or to build a unit is within the rules and the spirit of the game. What is against the rules is joining workers to cities for the purpose of pop rushing.


Should this be allowed in HOF submissions ?

I don't know if anyone really uses this anymore. With the latest patches, if you try and disband those cities that have been whipped forever, the unhappiness transfers to another city. Also, you only get 20 shields now, instead of 40 in previous patches, so not really worth the effort, IMO. But, I think it should be dissallowed, anyways.

My opinion is, if you want to do it, do it. I think the negative impacts of the unhappiness from doing this too much will balance anyone who abuses it. Also, it cannibalizes your score for the sake of production, since population plays a big part on your score.
 
It depends on how you do it. I don't think it's unproper to do massive drafting (massive, I mean from multiple cities, not all from 1 or 2 cities) just to disband them. What they are saying is against the rules is to use 1 city to whip every turn for infinity. Most of the time this is done to rush the AI early in the game as you would have tons of horseman from the whipped city for example. That city will forever be unhappy, but you can continue to add workers so you have more people to whip. This city would be a size 1 entertainer city for the rest of the game. Totally worthless cities is not in the spirit of the game.

You can whip a unit, just don't make cities that will be totally worthless the rest of the game. You can usually whip once every 20 turns or so, depending on how many luxuries you have.

Drafting requires at least a size 7 city. The city drops to size 6, but if everything is irrigated you gain the population back quickly. And if using the drafted unit to help rush a marketplace, the unhappiness gets covered up. However, I wouldn't be able to draft from that city every turn forever, as soon even those 6 citizens would start being unhappy and start starving. It is/should be against the rules to add workers in order to draft, just like whipping.

If you build cities close together (ICS), you could have drafted a few turns (but not forever) and never see unhappiness. However, if you space your cities far apart, even with marketplace after the city gets to size 10 or so, you will have unhappiness until the drafting unhappiness wears off.
 
Pop rushing has always struck me as a cheap trick. As one of those who has some respect for realism it should be disallowed.
 
I think it should be disallowed in the same situation as GOTM, i.e. when adding workers beyond what a city can actually support. (Due to extreme unhappiness.) That particular use of pop rushing can be overpowering and circumvents something which is clearly unintended in the game. (Though at the expense of a lot of micro-management to make it work.)
 
I haven't voted, as my preference isn't in the poll, I would allow it, but under certain circumstances. This would be that it's only allowed if the Workers you join to the city are slaves. This is also the answer to the degree of realism of pop-rushing.

Just imagine how many people died in the construction of the pyramids, ...

I know that it may not be very ethic, but slave labour wasn't either. :( :(
