Should there be a limit to air units in a city?

Despite the settings to limit it in the various xml files, I can load unlimited numbers of airplaces in my cities. Is that a bug or a feature?

No, seriously, am I the only one here? What in this mod allows unlimited aircraft in cities? Is it DCM? Is it something in the WBS file?

Good Question. A limit is a good idea.

Given that an air unit is effectively a Squadron.

The xml files set limits, but those limits don't seem to apply in the game, so I am wondering "Why?" What file or setting supercedes the xml files?

Seriously, I'm on the forum often, but usually only visit the Civ4 Col forums. I drop in here rarely now.

As for the question, I can't remember. I'm pretty sure I beefed up the actual number possible quite a lot. Not 100% sure. I might have disabled the check too.
