Should unique tile improvements be buildable on Snow?

For now I have removed snow tiles from the listed civs in my Inuit for VP mod. The ability for other civs to exploit snow when there is a civ designed to do precisely that undercuts the Inuit kit, so I think that’s an appropriate change to have if that custom civ is active
