Should War Weariness NOT reset to zero after eliminating a Civ

Hello - sorry if this has been already brought up - I usually read the general discussions forum vs. this one. Currently, there is already so much incentive to be a warmonger, which I take advantage of like many other human players. One very convenient mechanic is that once you eliminate an AI, war weariness drops back to zero. Essentially allowing you to declare war on the next civ and keep going. If war weariness would "stick" and decay at normal pace, even after totally eliminating an opponent, I would have less incentive to fight back-to-back wars and steamroll everyone, which would make the game harder.
 
Oh? The genocide penalty from BNW is gone?

I did wipe out a civ off the map but I assumed I didn't get hated because I didn't meet these other civs before.

The warmonger penalty is still there; I am talking about the war weariness penalty (that causes unhappiness in cities)
 
We could apply the Total War solution of conquered peoples resisting your rule, yes.
