This idea came to my head. We should have somesourt of National and Coast Guard System. The National Guard and Coast Guard system would allow Provance Govenors control of there garrison(Naval/Air Force/Army) during times of peace and to defend themselfs from barbarian invasions in future Game of Democracy Games. During Times of War , When the President enables WarTime Mobilization after the discovery of Nationalism or when Declration of war happens, The Guard units (Units under Goveners control) to be tranfered to the Main Military. (just like in the U.S. During the Gulf War). The only rules of the Guard system is
National Guard and Coast Guard Rules:
1. The Govenor must never send units into Forgen Soil/Water but may go into Neutral Unclamed Territory. Unless The Nation has a Free Passage Treaty with another Nation
2. The Govenor must give control of there units when eather war is declared or War-Time Mobilization is enabled (witch ever comes first.)
3. The Govenor may attack Barbarian Units but may not attack any forgen units.
4. If a Forgen unit does attack a unit during peace time, The Govenors job will be to garrison all remaining units to the front line of the new enemy and all govenors transfer control of there units to the Military Leader
5. When Peace is Declared Some of the Units will be pooled back into the National Guard/Coast Guard System and devided evenly amongst the Govenors.
6. If a Govenor wishes to attack the Forgen unit. He/she must ask the president for permistion to attack the intruder (Witch usualy becomes a declration of war and rule #2 would come into play.)
Hopes this could be an Addition to the Consitution. Pease post any comments, and revisions about this. Note: These are Suggestions
