Shrine of the Champion?

Long time lurker, first time poster.

After reading the excellent post by Blackmantle about how to play the Sidar, I decided to give them a try. Running version 0.41a. Playing on diety level, huge erebus map with raging barbs, aggressive AI, and living world.

Apparently, I am alone on a continent and I've had waves upon waves of barbarians, so I've built up a decent shade economy. The free great commander you get at Warfare speeds up the rate of shading considerably!

I switched to ROK, built Bambur, shaded him, but no option for Shrine of the Champion. I built Arthendain, shaded him as well, still no option for Shrine of the Champion. What am I missing here???
 
The Shrine of the Champion works only for National Heroes, not Religious Heroes. For the Sidar, that means Rathus Denmora must die* for you to get the Shrine. (The Lanun have 2 national heroes, The Black Wind and Guybrush Threepwood, but Guybrush is the one who counts for the purposes of this shrine or for the Resurrection spell. Similarly, the Kuriotates have both Herne and Eurabatres, but only Eurabatres counts.)


*Technically, death is not required. It only checks to see that the unitclass is maxed out and that you do not currently have a unit of that type. This means that if there is another Sidar civ in the game and they build Rathus that you can build the shrine. It also means that resurrecting your hero will make the Shrine unbuildable again, but if you finish building ti before Resurrecting it you won't loose the national wonder.
