But how does one use .civ5mod files?

I download some mods from this site's download section, and a few from the Online Database (in-game mod browser).

The ONLY mod that shows up so far is the RED mod (installs and plays normally)...and it seems to use a different packing method, as it has a .modinfo file + other files.

And the SDK doesn't even show up on my steam tools list...strange.

.civ5mod files are 7zip files with a custom extension and some specific files inside them (one is the .modinfo file. You should simply extract them into your Mods directory (inside a subfolder for the mod), then the mod should show up in your mod browser under the installed section.

almost... if you put that file into your MODS folder, then load up the game, goto Mods, then go to the "installed" tab, you will still need to click "install mods" in the bottom right corner, then you will be able to enable it and play using it.
