Will there be able to be the same civ in the game, i.e. Louis XIV's France and Napolean's France?

Yes, as said, on one screenshot we have seen this. But they might have just modded two chinese civs in, because they wanted to show both screenshots (whatever reason they had).
But I hope so! it'd be awesome... :) this could be an option to toggle on or off.

I would love if civil wars were in the game. And I'm sure Firaxis knows how excited we would be if they did make a come back. That said, I do wonder if they wouldn't have hinted at this by now if they were making a comeback?
 
I doubt you'll be able to start a game with two Frances, but you could have 2 France mid-game if they bring back civil wars.
 
With the changes I imagine that when you start a game you will have options for both natioanality + leadership of opposing forces, therefore same nations under seperate leaders is probably possible. Aesthetically unpleasing it might be but the sides would play differently.
Of course this is all speculation as no-one knows how civIV will play but the double china scenario suggests it is possible, after all Fireaxis may want people to be able to play out a civil war scenario esp. as you can start in later ages
 
Probably if you randomize your opponents then no duplicate nations will appear; but, you can probably choose the leaders manually, regardless of nationality.
