Sipahi appeared on map with no Ottomans in the game.

Civ5 - Sipahi appeared on map with no Ottomans in the game. In my current game I have no Ottoman players but have had 3-4 Sipahi units appear. Is this a bug or is there a way to get this unit?

Militaristic City-States can give unique units from other civilizations.

From other civilizations that are NOT in the game. In fact, that can be an early clue about civs that you will NOT meet in that particular game -- when you meet a militaristic CS, mouse hover over word "militaristic" and it will tell you what UU they will give (if you are allied and only after you have researched the required tech and before you research the tech that makes that UU obsolete).
