Skip adopt new policy?

I'm 2 turns from completing the Utopia project but the adopt new policy has came up. How do I skip this as I have all 5 filled and dont want to change and go into anarchy. Is this an error or am I missing something?

You can have more than 5 policy trees active. Just start a 6th tree that won't conflict with the Order-Autocracy-Freedom mutual exclusion and you'll be fine.

Cheers mate forgot about that! Don't normally play culture, think I will now as this was a cakewalk victory.

The other mutual exclusion is science-piety.

So you can fill 7 trees out without anarchy if your really slow about building utopia.
