Slavery and terrorism

I think if the Barbarian mechanism was extended through the eras terrorism could be easily included.

Pre History : "Uncivilized" Tribes, warriors, horsemen, etc.
Early History : Much the same, but with better units
Medieval Era : "Fanatics" of various religions who want to bow to no government, advanced units like Knights
Renaissance : Successionists and Usurpers with full scale armies
Enlightenment : Break-Away Powers (such as America in the UK territory) who appear en masse in distant colonies
Modern Times : Terrorists with long range missiles and bombs with bases hidden in remote areas.

I bet this can be done with the editor.
 
terrorism... i don't like it, but i can't deny their existence...

The IRA has fought for decades for something, almost nobody remembers anymore. We do remember their terrorism, o.k. But, did they succeed? No.
In the 70ies, we had quite some terrorists in Europe, trying to bomb the European nations into a "socialistic utopia". Did they succeed? No.
And so on, and so on....

but the fact that we are here discussing it, arguing about it means that it has profound impact on all of us.

in the point of view of the game, it balances a lot of gameplay issues, and a small country has the potential of making the odds a bit more even...
